Change comes to City’s Planning & Zoning Board

The Planning and Zoning Board met in a Joint Public Hearing during the regularly scheduled City Council meeting last Monday night to discuss whether or not they want to add two alternate members to their board.
After a bit of a discussion, they decided they would add two alternate members to the board. One member would be appointed and the other alternate will be the Council Liaison, in this case Alderman Bart Sample, and when he is deployed in December, it will be whichever Alderman takes his place.
The decision to add the two alternate members stems from an incident that happened in late 2012 where the board had three yes votes, a no vote, and one member abstain from voting on a conditional use permit. Since all conditional use permits and variances are required to have four yes votes, this left the applicant with a denied application.
With two other people available to vote, it allows all conditional use permits and variances to have due diligence before being accepted or denied. No matter the amount of members attending the meeting, only five members will vote on an application with the alternates being called to the table if there is an abstaining vote or and absent member.
After the recommendation from the Planning and Zoning Board, the City Council did their first reading of Ordinance 553 and will do the second reading at their next meeting on June 17th before the decision will be final.
Current members include Don Ulwelling, Danny Rose, Bruce Clark, Brian Bergjord and Brad Olinger.
